If you want to be an official RAILS participant for the 2011-2012 academic year, you have to also be an ACRL Assessment Immersion attendee. Only 5 institutions can be official RAILS sites, and they must be selected from Assessment Immersion participants. (The idea is that you'll benefit from the AI training, plus RAILS training happens at the AI location just after the close of that program.)
